Task Force

Comprehensive Electricity Planning Library

The Task Force on Comprehensive Electricity Planning is developing resources throughout the two-year initiative to facilitate Task Force members’ deeper learning about evolving electricity planning processes. These materials may be useful to all NARUC and NASEO members to support their own efforts.

Webinars

The Task Force hosts topical webinars to explore issues relevant to members and their efforts to develop new approaches to aligning electricity system planning. Materials from each webinar are incorporated into the resource library below, or may be accessed on the webinars webpage.

Resource Library

Task Force members identified a set of key topic areas that would enable further learning about issues related to comprehensive electricity planning. Task Force members, technical and subject matter experts, and other stakeholder groups identified the following publications and other relevant resources. The links included below are provided to share relevant resources but are not endorsed by NARUC, NASEO, or Task Force members. If you would like to suggest an additional resource to add to this list, please email PlanningTaskForce@naruc.org with a copy of the item for consideration.

Topic Area

Description

1

Data Access

Customer data access and transparency ; sensing, communications, and visibility of the distribution grid

2

Ratemaking

Approaches to rate design; state approaches to performance-based regulation, traditional cost-of-service, etc

3

Distribution System Planning (DSP)

The fundamentals of distribution system plans and planning approaches (e.g., when to start, level of granularity, technical tools and methods); understanding the utility DSP engineer perspective and the regulatory process

4

Emerging Distribution System Planning (DSP) Practices

Emerging DSP methods and tools for identifying system needs, identifying projects and alternatives, conducting hosting capacity analysis, and assessing locational value

5

Forecasting

Tools and frameworks for forecasting load and DER adoption

6

Grid Modernization

References related to enabling a more advanced distribution grid

7

Planning Coordination

Resources on syncing data, assumptions, and modeling scenarios to align and consolidate planning processes

8

Planning Criteria

Resources highlighting key planning criteria metrics and considerations

9

Procurement Strategies

RFPs, competitive bids, and other generation procurement strategies; lessons learned from local government/large customer renewable energy procurements

10

Resilience

Incorporating resilience into grid planning, including accommodating microgrids

11

Rural DER Integration

Approaches to determine the suitability of DER in rural areas

12
