Regulatory Training Initiative

NARUC's Regulatory Training Initiative (RTI) provides live online and pre-recorded training courses to regulators, commission staff, and stakeholders to increase their knowledge of regulatory issues and processes. The courses focus on the principles of regulation, as well the key skills required to participate in regulatory proceedings, including regulatory accounting and finance, cost-benefit analysis, and the fundamentals of utility law. The curriculum also includes emerging issues and policies in utility regulation, and introductions to new and emerging technologies and requirements affecting electricity, water, gas, and telecommunications. Courses range in length from 6 hours to 18 hours and are accessed remotely via Zoom. Students are encouraged to ask questions and propose new subjects and instructors to help the initiative grow and expand.

 

Registering for RTI Courses

• Your MyNARUC account is used to register and take courses. If you don’t have an account, create one at https://www.naruc.org/mynaruc/.
• Commissioners and commission staff members should be sure to use their commission email addresses when creating a MyNARUC account to ensure proper pricing. There is no charge for a MyNARUC account.
• Pricing for courses is based on course length. NARUC commission members receive a discounted price.   
• To register for a course, go to https://www.naruc.org/events/regulatory-training-initiative/ and select the course you want to take. The site will redirect you to the RTI registration site. Login to the site with your MyNARUC ID.
• Once you’ve logged in, click on the top navigation bar, select Register for Courses, and then choose the course you want to take.

 

Accessing RTI On-Demand Courses

• Go to https://naruc.prosperitylms.com/Learners
• Log in with your MyNARUC account.  Each person must log in separately.
• Click on the In Progress Tab at the top of the page
• Select the on-demand course for which you are registered. 
• Click on details.
• You can open and watch the course.

 

Substitutions

If you cannot attend an RTI class, you may substitute an individual from the same organization.  The substitution must be made one week prior to the course.  The substitute must have a profile in the system. Cancellations

If you are unable to attend or secure a substitute from the same organization, a cancellation request must be submitted via email to Bunnary Tan @ btan@naruc.org. A refund less a 20% processing fee will be provided if the cancellation is received no later than 7 business days prior to the start date of the course.

NARUC reserves the right to cancel or postpone courses in the unlikely event of insufficient enrollment or other unforeseen circumstances.
