Latvia

"The Public Utilities Commission of Latvia (PUC) was established in 2001 as the first European multi-sector regulator covering a range of sectors, based on the model of NARUC’s multi-sector regulators. This allowed PUC to use efficiently and effectively a cross-sectoral regulatory experience in its further development. During the PUC’s study visits to the United States, NARUC provided its assistance in coordinating meetings and experience sharing with state regulators, Federal Energy Regulatory Commission, Federal Communications Commission, and other stakeholders. NARUC contributed in providing technical and professional knowledge on the regional wholesale electricity markets as response to the introduction of Power Exchanges in the Baltic countries and regional interconnectors, covering issues like Capacity Adequacy, Demand Response, Deregulation, Market Monitoring, Market Operations, Regulatory Governance, Reliability Pricing Model (RPM), Transmission Planning, Transmission Owner Compensation, the relationship between regulator and ISO, or Balancing regional interests and costs. NARUC responded to PUC’s request to introduce the regulation of LNG terminals in preparation of the Baltic countries to build LNG terminal, shared its experience in general administrative aspects of multi-sector regulation and other. PUC also recognizes NARUC’s outstanding input in establishing the Energy Regulators Regional Association (ERRA) which continues to work now without a financial NARUC’s support but based on its initial contribution in training of experts, in investing in the well-functioning of ERRA as international organization with members from 5 continents."
